North Carolina Voters Respond to Republican Congressional, State Senate Maps

Washington, D.C. — In a submission today to the Wake County Superior Court, voters supported by the National Redistricting Foundation (NRF) in the lawsuit Harper v. Hall filed their response to the Republican legislative defendants’ proposed remedial congressional and state Senate plans.  

The response highlights the fact that the defendants’ congressional and state Senate plans do not come close to giving voters of both parties equal representation despite the fact that North Carolina is a highly competitive 50-50 state. It notes that the defendants’ plans do not meet the partisan symmetry and fairness standards established by the North Carolina Supreme Court, using various metrics of measurement recognized by the Court. In contrast, using the same metrics, the Harper plaintiffs’ proposed remedial plans demonstrate a high degree of partisan symmetry, which accurately reflects the competitive nature of North Carolina. 

“The remedial congressional and state Senate maps passed by the General Assembly last week are another effort to produce maps that will consistently bias in Republicans’ favor,” said Marina Jenkins, Director of Litigation and Policy for the NRF. “These plans flout the North Carolina Constitution and the state Supreme Court’s order. Fair maps should appropriately translate votes to seats, and North Carolinians deserve to vote in districts that do that. We will continue to fight on behalf of North Carolinians for that result.”
